Administrative History: The West Virginia Schools for the Deaf and the Blind (WVSDB) was established in 1870 by the state legislature of West Virginia and opened in Romney in September of that same year. Initially called the West Virginia Institution for the Deaf, Dumb and Blind, the name was changed in 1887. The school was integrated in 1955 when the West Virginia Schools for the Colored Deaf and Blind at Institute (Charleston), where African American students were taught, closed and merged with WVSDB.
