Administrative History: The Rehabilitation Engineering Center (REC) of the Smith-Kettlewell Institute of Visual Sciences, in San Franciso, California, was established in 1975 by the Rehabilitation Services Administration (a federal agency) to "conduct research and evaluation activities in the core area of sensory aids for blind and visually impaired individuals."
