Administrative History: The state legislature of Minnesota established a State Department for the Blind in 1923, under the State Board of Control. Circa 1927, the agency became the Division of the Blind, which continued to provide services that included a survey and registration of blind and visually impaired residents in the state, a prevention of blindness program, overseeing enrollment of students in the state's school for the blind or appropriate classes, instruction in daily living skills for adults, and miscellaneous aid.
