Administrative History: The Helen Keller National Center for Deaf-Blind Youths and Adults was authorized in 1967 through an Act of Congress, and originally called the National Center for Deaf-Blind Youths and Adults. The Center was inaugurated in 1969, and operated by the Industrial Home for the Blind, as designated by the U.S. Social and Rehabilitation Service, to compile a national registry of deaf-blind youths and adults, provide rehabilitation services to that population, conduct research in deaf-blindness, and provide community education about deaf-blindness to laypeople and professionals.
