Administrative History: The Delaware Commission for the Blind was established in 1909 by the state legislature of Delaware and provided training, employment, and other social services to the state's blind and visually impaired citizens. Headquartered in Wilmington, the Commission would undergo name changes, eventually becoming the Division for the Visually Impaired in 1978.
