Administrative History: The New York State Commission for the Blind was established in 1913 to maintain a census of blind residents of New York State and provide them with employment assistance, and to share information about the causes and prevention of blindness. The state agency would later become known as the New York State Commission for the Blind and Visually Handicapped.
