Administrative History: The Territorial Legislature of Hawaii established the Bureau of Sight Conservation and Work with the Blind in 1935 to provide social services to the Territory's blind and visually impaired residents. By 1951, those services included vision screening of school children, adult vocational rehabilitation, a vending program, and an adult work shop. During a reorganization of government agencies that occurred following Hawaii's attainment of statehood in 1959, the Bureau was merged into a newly-formed Department of Social Services.
