Administrative History: The state of Arkansas established Rehabilitation Services for the Blind in 1965 to provide counseling, medical services, vocational training and placement assistance to legally-blind Arkansas residents. Initially under the Department of Education, the agency, located in state offices in Little Rock, was transferred in 1971 to the Division of Rehabilitation Services, within the newly-created Department of Social and Rehabilitative Services.
